The consultation closes on 1 November 2019 and a final decision on the HMC's constitution will made at a future meeting, later this year.Following a historic agreement between Waveney District Council (predecessor authority to East Suffolk Council) and Southwold Town Council, supported by local harbour users, it was agreed in March 2019 that a new strategic body called the Harbour Management Committee (HMC) would be established to oversee all Southwold Harbour operations.This agreement was designed to ensure that there is more local involvement and engagement in the management and delivery of harbour operations and to safeguard its future.In May 2019, Ashfords LLP (Ashfords) were instructed to advise on the appropriate constitution for the proposed HMC to enable governance improvements in line with the key principles in the consultation document from June 2014 and the Ports Good Governance Guidance (PGGG) issued by the Department for Transport.In June 2019, Ashfords produced an explanatory note and their draft constitution for the HMC, comprising draft Terms of Reference and a draft Memorandum of Understanding. All are published as part of this consultation.
